Outdoor fire
There are three types of outdoor fire:
  • Open air fire;
  • Home-made installation;
  • Fireplace with fire screen.
In Saint-Lazare, it is forbiden to make an open air fire except on agricultural territory for agricultural purposes. To do so, a permit must be obtained. It is possible to have the two other type of outdoor fire (home-made installation and fireplace with fire screen) without a permit under the following conditions:



Light the fire in a non-combustible container with a maximum surface area of one square meter, a minimum height of 10 cm and a maximum height of 60 cm; Place the container at least 3 meters away from any property line and combustible material;


Light the fire in a non-combustible container with a maximum surface area of .5 square meter that is specifically designed for this purpose and equipped with a chimney and a fire screen. Place it at least 2 meters away from any property line and combustible material.

Combustible materials
Wood and one of its by-products, paper, are the only combustible materials allowed.

It is forbidden to burn grass, dead leaves, household garbage, tires and any other material.

At all times :
  • must be controlled;
  • watched closely and kept inside the non-combustible container;
  • must have extinguishing equipment at hand to put out the fire quickly if needed;
  • must never threaten life, property or the integrity of anyone.
Smoke
Is considered a nuisance that a property owner, a tenant or the sole occupant of a building allows or to starts a fire of any kind from which smoke or ashes are spread on other properties.

Fines
Whoever contravenes this by-law commits an offence and is liable to, in addition to related fees:

[1.] for a first offence, a fine of at least two hundred ($200) but no more than one thousand dollars ($1,000),
       in the case of a natural person, and of at least four hundred dollars ($400)
       but no more than two thousand dollars ($2 000) in the case of a legal entity.

[2.] in the event of a second offence, a fine of at least four hundred ($200)
       but no more than two thousand dollars ($2,000), in the case of a natural person,
       and of at least four hundred dollars ($800) but no more than four thousand dollars ($4,000),
       in the case of a legal entity.
