Why does the town proceed with the flushing of the aqueducts system?

Usually around the months of October or November, it proceeds to flush:

Usually around the months of April or May, the Town proceeds to the flushing of the:
Sainte-Angélique aqueduct network
West of rue du Bordelais and montée Saint-Robert, and of the
Saddlebrook aqueduct network
In the Saddlebrook sector and Rue des Sables.
