At Saint-Lazare’s Council meeting of September 7, 2010, the Town of
Saint-Lazare chose to bring changes to the proposed Genivar
decision-making matrix it adopted in 2008 and plans to change all
existing speed humps on its territory to make them conform to the
matrix. Speed humps will therefore be reduced in height and lengthen.
The Town also wishes to change the criteria used by the Technical
Services department when it conducts speed surveys to allow the
department to intervene in commercial, residential, park and school
zones, as soon as the average speed recorded at the time of the survey
exceeds the speed limit by 12.5 km/hour (instead of the 15 km/hour
previously required). Therefore, as soon as a speed survey confirms
motorists drive at 42.5 km/hour in a 30 km/hour zone, or 52.5 km/hour in
a 40 km/hour zone, the Technical Services department will be able to
implement temporary or permanent physical measures or use awareness
tools in this sector.
In addition, the Town will reduce the speed limit to 30 km/hour in park zones.
Let's recall the Town adopted Genivar’s measures to slow down traffic in
2008. Measures provided by Genivar included a decision-matrix to handle
citizen complaints, a tool box as well as request and petition forms for
residents. To request a speed survey, a resident must demonstrate his
neighbours support his request by completing and submitting a petition
form to the Technical Services department.
