Sanitary sewer construction and extension of the potable water network to serve the area of Rue Frontenac Projet des Pins - Closure of a section of Route de la Cité-des-Jeunes (340)

August 22, 2022

Planned traffic hindrance from Wednesday, August 24, until mid-December 2022

Ville de Saint-Lazare would like to inform the residents of the area as well as the population of the complete closure of the following road section in both directions:
Route de la Cité-des-Jeunes (Rte 340) between Duhamel and Brunet streets

This closure is mandatory to ensure the safety of the workers on the construction. The closure will be effective as of Wednesday, August 24, 2022, and will continue until mid-December 2022. Motorists are invited to plan their travel ahead, either by taking the presented detours via nearby residential areas, or by using the city's other main traffic arteries (Avenue Bédard / Daoust Road to access Highway 40; Chemin Legault and Chemin Saint-Féréol to access Highway 20).

Trucking and heavy vehicles

Trucking is prohibited in the closure area, except for delivery or local traffic. No heavy truck transit is possible on Cité-des-Jeunes in the closed section and on the local diversions road via Brunet and Duhamel streets. It is important to respect the diversions roads that are in place, as trucks will be turned around as they approach the work site.

  • Via Highway 40: the diversions is via Highway 201, A-40 and A-30 (and vice versa).
  • Via Highway 20: the diversions is via Chemin Saint-Emmanuel, A-20 and A-30 (and vice versa).

Out of respect for the workers and to ensure the safety of everyone in the sector, it is important to respect the signs.

Details of the sanitary sewer and drinking water work
Let's recall that this work will allow us to solve the problems raised by the septic installations in the sector, notably on Frontenac, Radisson, Dutchy, Duhamel, de la Paix, des Pins, Brunet streets, part of Chemin Sainte-Angélique, de la Sapinière, des Plaines, de la Bouleraie, part of Chemin Saint-Louis and part of Route de la Cité-des-Jeunes, work initiated by Ville de Saint-Lazare in 2015. The extension of the potable water network will allow to increase fire protection, loop the network, and provide water to a little over 30 additional properties.
The sanitary sewer work will make it possible to meet the environmental requirements of the Ministère de l'Environnement et de la Lutte contre les changements climatiques (MELCC), while taking into account financial considerations, including the Town's contribution, as well as the financial assistance granted by the Ministère des Affaires municipales et de l'Habitation (MAMH) as part of its Programme d’infrastructures municipales d’eau PRIMEAU (PRIMEAU municipal water infrastructure program).
As for the costs of the drinking water system, these will be entirely covered by the city under the 2019-2023 Gas Tax and Quebec Contribution Program (TECQ).
