Duties on transfers of immovables
Duties on transfers of immovables are amounts that are payable when the right of ownership on a property is transferred. The buyer or buyers are responsible for paying these amounts. They are calculated based on the rules and rates prescribed by law.
These duties are calculated based on the highest of the following amounts:
- Purchase price (price paid for the acquisition of the building)
- The value indicated on the municipal assessment roll multiplied by a factor that takes into consideration the real market value of the building (Market value = Value on the roll x Comparative factor, namely 1 for the year 2025, first year of the assessment role)
- The amount of the consideration indicated on the deed of transfer (for example, the total sale price less the value of the furniture)
The City of Saint-Lazare will issue a bill to new owners in the month following the transaction. This bill must be paid in one lump sum no later than 31 days following the date the bill was issued. If you have not received a bill in the month following your transaction, please contact the City as soon as possible.
The City sets the rates as follows:
- 0.5% for the first $61,500
- 1.0% between $61,501 and $307,800
- 1.5% between $307,801 and $500,000
- 3,0% for amounts over $500,001
Example: A house is evaluated at $702,694 and sold for $800,000. The amount used by the City for the calculation is $800,00 since it is the highest between the selling price and the market value. (Market value of $$702,694 : $702,694 x comparative factor of 1)
The transfer duties will therefore be calculated as follows:

Special duties
Special duties are a form of compensation in lieu of transfer duties that are billed to buyers whose transaction is exempted. A municipality can collect special duties up to a maximum of $200 when a transaction is exempted from duties on transfers of immovables. The City of Saint-Lazare does not apply special duties.

Municipal taxes 2025
The 2025 tax bill will be mailed in February 2025.
Municipal taxes are payable in three instalments. Deadlines for payments are as follows:
- 1st instalment – Monday, March 17, 2025
- 2nd instalment – Monday, June 16, 2025
- 3rd instalment – Monday, September 15, 2025
Whenever possible, you should pay online. However, it is possible to pay by check, cash or debit card.

- Access your bank account online
- Add Ville de Saint-Lazare as a “Payee” or “Supplier*”

Payments by cheque
It is always possible to make payments by cheque or post-dated cheques.
If you choose this option, make sure you:
- Make the cheques out to: VILLE DE SAINT-LAZARE
- Write the identification number indicated on your tax bill on each of the cheques starting with the letter F followed by 18 digits.
- Take mail handling delays into consideration since the date of payment reception is always the date we receive your cheques at our offices and not the date on which they are postmarked.
- Take the City hall's opening hours and instructions before you come to pay in person
Outdoor deposit box
You may also deposit your cheques in the outdoor deposit box located to the right of the main entrance doors at City Hall (1960 Chemin Sainte-Angélique).
Cash and Debit Card Payments
Cash and debit card payments can still be made at the City Hall counter. However, online payment is the preferred method of payment whenever possible.
A new grant for seniors
Revenu Québec has implemented a new program of potential subsidies for seniors related to an increase in municipal taxes.
